William Franklin "Bill" Skaggs was born March 24, 1938 at Saco, Missouri the son of Lester and Eithel (Miller) Skaggs and passed away on January 3, 2023 at Fredericktown at the age of 84 years.

Bill was preceded in death by his parents, sisters Mildred Whitener and Dean Thompson.

Bill is survived by his wife Donna (Baldwin) Skaggs who he married on July 23, 2009 at Poplar Bluff, Missouri. One (1) daughter Teresa (Mike) Seabaugh, sister Betty Noonan and Kevin (Tammie) Sugar. Nieces, Nephews and other relatives and friends.
