Velva Ruth Bailey was born April 8, 1927 at Barn Hollow near Fredericktown the daughter of John and Bertha Pearl (Sikes) Wagganer and passed away on February 1, 2018 at Farmington at the age of 90 years. She was preceded in death by her parents, brothers and sisters Walter Wagganer, Ruby Fyfe, Willard Wagganer, Amos Wagganer, Stella Weiser, Nettie Thomas, Delbert Wagganer, Opal Pogue, and Hazel Pogue, and daughter Vickie Darlene Wray.

She is survived by her husband Victor Bailey whom she was united in marriage to on October 3, 1947 at Blush Church at Oak Grove, one son Donald Paul (Patty) Bailey of Colorado Springs, Colorado, one daughter Connie (Larry) Bollinger of Sedgewickville, Missouri, one sister Pat Chilton of St. Louis, Missouri, and grandchildren Bradley Wade Bollinger of New Mexico and Diana Lynn Stephenson of Ellisville. Velva was a member of Blush Church of God of the Abrahamic Faith and enjoyed being a seamstress, gardening, and loved caring for others.
